The people of Puerto Rico are struggling with humanitarian needs in the aftermath of the devastation caused by Hurricane Maria. But once the power is restored and the immediate health and safety needs are addressed, there's still a fiscal crisis spurred by mounting debt that's emerging in the American territory and needs attention.
