A new study form the National Academy of Sciences reviewed hundreds of 'routine' traffic stops of Black drivers. They included searching, handcuffing, and/or arrests and they are nearly three times more likely to start with the police issuing a command like 'keep your hands on the wheel'. The first 45 words -- or 30 seconds -- from what the officer says determine how the stop goes for the driver.
