Troy condemns apartment, leaving tenants without shelter

Social workers are actively trying to find the tenants of Troy Place Apartments a new place to stay after the city ordered everyone out. The apartment, whose owners haven't paid $300,000 in taxes, also didn't have heat and was flooded.
