Duggan expects restaurants to reopen in next two weeks if Detroit COVID-19 downturn continues

Mayor Mike Duggan says that it appears Detroit's economy can open safely if social distancing practices are maintained. He says Detroit is in what the Governor has dubbed Phase 4 and the city could soon be entering what has been labeled as phase 5… which would allow restaurants to reopen.
